Building Stronger Connections Between Quality Infrastructure and Regulation
Strong quality infrastructure (QI) is essential for effective regulatory delivery and enforcement. Conversely, regulatory systems play a crucial role in enabling dynamic regulations, sustainable standards, accurate measurements and reliable test results. Yet, the potential synergy between these systems remains largely untapped, presenting a significant opportunity to enhance their collective ability to support innovation, compliance and global trust.
Recognizing this potential, on 6 December 2024, the International Bureau of Weights and Measures (BIPM) and the Organisation for Economic Co-operation and Development (OECD) hosted a full-day event to explore the critical links between regulatory systems and QI. Held at the BIPM’s headquarters in Sèvres, France, and streamed on Zoom, the event brought together close to 180 leading experts, policymakers and practitioners from around the world.
Key Highlights from the Event
The day focused on a range of topics, including metrology, standardization, conformity assessment, accreditation and market surveillance. Through panel discussions, case studies and interactive sessions, participants were able to:
- Explore key findings from an upcoming OECD report, developed in collaboration with the BIPM, the National Metrology Institute of Germany (PTB) and the British Standards Institution (BSI). The report, slated for publication in early 2025, will outline the essential components of QI, examine its current interactions with the regulatory landscape and highlight benefits and challenges.
- Discuss real-world applications with sector-specific examples, illustrating how coordinated regulatory and quality systems build trust, avoid duplication and reduce inefficiencies across industries.
- Address emerging challenges, such as the role of QI in supporting regulation for managing challenges presented by Artificial Intelligence (AI). Participants highlighted how measurement, testing and standards are essential for addressing ethical concerns, ensuring algorithmic accountability and safeguarding data reliability in AI systems.
- Enhance public safety, with a special focus on protecting human health from toxic chemicals. Discussions showcased how harmonized QI frameworks enable effective regulation, mitigating risks through better monitoring and standardization.
Moving Forward
The insights gathered during the event aim to contribute to a deeper understanding of how QI and regulatory systems can work in harmony to address pressing global challenges. As QI and regulation evolve in tandem, this collaborative approach will continue to play a pivotal role in fostering innovation, enhancing public trust and driving sustainable development.
Background
Since 2015, the BIPM has partnered with the OECD on various activities to promote the vital role of QI in supporting effective governance, with metrology recognized as a cornerstone of QI systems worldwide.
The BIPM and OECD have also co-authored a joint study,“The Case of the International Bureau of Weights and Measures (BIPM)”, which highlights the importance of metrology in international rulemaking and explores how QI contributes to global governance frameworks.
Together, the BIPM and the OECD continue to work toward their shared goal of strengthening the interaction between QI and regulation, ensuring their mutual contributions to addressing today’s most pressing global challenges.
