Recommendation 1 of the 78th CIPM (1989)

The Comité International des Poids et Mesures,

considering

that sorne laboratories report values of UTC(k) to the Bureau International des Poids et Mesures (BIPM) that show significant departures from UTC,
that the close agreement of timing centres with UTC facilitates the operation of a number of systems in astronomy, geodesy, navigation and telecommunications,

recommends

that laboratories, in consultation with the BIPM, use appropriate means to reduce existing offsets between UTC(k) and UTC to a few microseconds without making any adjustment in frequency to clocks contributing to TAI.
