Senior Liaison Officer – Digital Transformation

 

The BIPM seeks a Senior Liaison Officer - Digital Transformation for the following appointment:

  • Grade: A9
  • Application dealine: 2 March 2025 (23h59 Paris time)
  • Contract: Full-time 5 year fixed-term contract (with possibility of extension or conversion to an indefinite appointment)
  • Location: Sèvres (a suburb of Paris) - France

 

The post is in the International Liaison and Communication (ILC) Department of the BIPM. The postholder will report to the Director of the ILC Department.

Principal duties and responsibilities

The postholder will contribute to the development of the “SI Digital Framework” and participate in the implementation of new digital services that will be the basis of BIPM becoming the “digital anchor of trust” for the metrology community.

The principal duties and responsibilities of the postholder will be to:

  • plan the implementation of digital transformation tasks including the establishment of ontologies, the development of formatted data structures and the introduction of machine-readable digital access to BIPM data incl. the development of appropriate web interfaces,
  • contribute to the work of selected Task and Working Groups established by the CIPM, and coordinate their activities to align with the priorities agreed for the BIPM work programme,
  • develop strategies and policies for future databases needed at BIPM to underpin new digital services and communication channels, and to
  • support the BIPM Director in developing and implementing policies for the application of the principles of FAIR data at the BIPM.

The work will involve working with BIPM scientists and the BIPM IT service. The postholder will supervise the work of secondees from national metrology institutes as well as monitor the work of external software contractors when required.

Required qualifications

Education

Master’s degree (or equivalent) in information technology, engineering, physical science or another field related to the position.

Work experience

  • At least 5 years of relevant experience, preferably at a metrology institute
  • Experience in managing IT projects
  • Working knowledge in one or more of the following areas is desirable: open-software development, coding in Python (or another language), database development (e.g. in SQL or Turtle), developing web-interfaces (e.g. in Java), developing ontologies.

Skills and competencies

  • A fluent level of spoken and written English and a working knowledge of French (following lessons if necessary).
  • The ability to work in a multicultural environment and to maintain good working relations inside and outside the organization.
  • Self-motivation, autonomous work style and a willingness to occasional international travel.

Terms of Employment & Benefits

  • Initial probationary period of 6 months, renewable once.
  • Competitive gross annual salary starting from 67 113 euros, plus allowances subject to eligibility, including compensation for an expatriate status.
  • Salaries and allowances exempt from income tax in France (French nationals and permanent residents in France subject to “taux effectif” of the French tax system).
  • 30 days paid holiday per year.
